1.0 PURPOSE OF THE REPORT
1.1 To provide Council with details of reports received and decisions made by the Executive and any subsequent recommendations to Council since the last meeting of Council on 19 July 2023.

2.0 DETAILS OF THE MEETINGS
2.1 The following sections provide details of decisions made by the Executive and recommendations to Council since its last meeting on 19 July 2023. The meetings were held on the following dates: 22 August 2023, 29 August 2023 (Performance Monitoring), 19 September 2023, 17 October 2023 and 7 November 2023.
2.2 22 August 2023 Executive Meeting
The Executive Members met on Tuesday 22 August 2023 at the Harrogate Civic Centre. Attending the meeting were: Councillor Carl Les in the Chair. Councillors Derek Bastiman, David Chance, Gareth Dadd, Michael Harrison, Simon Myers, Janet Sanderson, Greg White and Annabel Wilkinson.
In attendance: Councillors Paul Haslam and Chris Aldred.
Apologies: Councillor Keane Duncan.
Substantive agenda items were:
· Proposal to amalgamate Wavell Community Junior School and Catterick Garrison, Wavell Community Infant School to create a single 3-11 primary school across both sites
· Proposal to establish a new special school provision for Autistic children aged 11‑19 at the former Woodfield Community Primary School, Harrogate from 1 September 2024
· Early Years Supplement Grant
· Appointments to Committees and Outside Bodies.

2.3 29 August 2023 Executive (Performance Monitoring) Meeting
The Executive Members met on Tuesday 29 August 2023. Attending the meeting were: Councillor Carl Les in the Chair. Councillors Derek Bastiman, David Chance, Keane Duncan, Simon Myers, Janet Sanderson, Greg White and Annabel Wilkinson.
In attendance: Councillors Alyson Baker, Barbara Brodigan, Caroline Dickinson, Karin Sedgwick, David Staveley, Paul Haslam, Malcolm Taylor, Andrew Williams, George Jabbour, Cliff Lunn, Heather Phillips and Bryn Griffiths.
Executive Member apologies: Councillors Gareth Dadd and Michael Harrison (both in virtual attendance).

2.4 19 September 2023 Executive Meeting
The Executive Members met on Tuesday 19 September 2023. Attending the meeting were: Councillor Carl Les in the Chair. Councillors Derek Bastiman, David Chance, Gareth Dadd, Keane Duncan, Michael Harrison, Simon Myers, Janet Sanderson, and Greg White.

2.5 17 October 2023 Executive Meeting
The Executive Members met on Tuesday 17 October 2023. Attending the meeting were: Councillor Carl Les in the Chair. Councillors Derek Bastiman, David Chance, Gareth Dadd, Keane Duncan, Michael Harrison, Janet Sanderson, Greg White and Annabel Wilkinson.

2.6 7 November 2023 Executive Meeting
A meeting of the Executive was scheduled for 7 November 2023. Attending the meeting were: Councillor Carl Les in the Chair. Councillors Derek Bastiman, Gareth Dadd, Keane Duncan, Michael Harrison, Simon Myers, Janet Sanderson, Greg White and Annabel Wilkinson.
In attendance: Councillors John Cattanach, Liz Collings, Paul Haslam and George Jabbour.
Apology: Councillor David Chance (in virtual attendance).
Substantive agenda items were:
· Council Tax Reduction
· Clarification to the Pay Policy for Senior Managers
· Members Allowances 2024/25
· Sale of land at Gatherley Road, Brompton on Swale.

3.0 MATTERS FOR APPROVAL/INFORMATION AT COUNCIL
3.1 The Executive considered the reports and resolved to recommend the following to the meeting of Full Council for consideration:
3.2 Economic Growth Strategy 2024-2029
This item was considered at the meeting of the Executive held on 17 October 2023. A separate report will be presented to Council on 15 November 2023 setting out the recommendations of the Executive.
3.3 Amendments to the Constitution
This item was considered at the meeting of the Executive held on 17 October 2023. A separate report will be presented to Council on 15 November 2023 setting out the recommendations of the Executive.
3.4 Council Tax Reduction
This item was considered at the meeting of the Executive held on 7 November 2023, where Executive recommended to Council on 15 November 2023, that the North Yorkshire Council Tax Reduction Scheme for 2024/25 be adopted.

RECOMMENDATIONS:
a) recommend the proposed Council Tax Reduction scheme for 2024/25 to full Council, retaining the scheme as that operating in 2023/24; b) delegate authority to the Section 151 officer to approve the accompanying Exceptional Hardship Scheme; and
c) authorise the Section 151 Officer, in consultation with the portfolio holder for Finance, to undertake the necessary consultation work to design a scheme for 2025/2026 |

3.5 Clarification to the Pay Policy for Senior Managers
This item was considered at the meeting of the Executive held on 7 November 2023, where Executive recommended to Council on 15 November 2023, that clarification and amendments be made to the Pay Policy for Senior Managers.

3.6 Report and Recommendations of the Independent Remuneration Panel for member Allowances for 2024-25
This item was considered at the meeting of the Executive held on 7 November 2023. A separate report will be presented to Council on 15 November 2023 setting out the recommendations of the Executive.
